Walker County commissioner Bebe Heiskell said she turned down election opponent Paul Shaw’s request for a debate because she had a prior commitment, received no formal invite, and wasn’t allowed to help decide how the debate would operate.

Shaw, speaking by phone on Tuesday, July 17, about an hour before the debate, insisted that Heiskell should have received a certified letter, which he said he sent on July 10.

“That would have given her three days to get back to me,” he said.

Shaw said he sent the letter to Heiskell’s campaign post office box, P.O. Box 221 in Chickamauga.

Despite Heiskell’s absense, Shaw said he would go forward with the debate. “We are going to have the presentation tonight,” he said. “I would’ve thought she would want to be there and be in front of her constituents and give her case for reelection.”

The debate turned out to be a one-man show at the Walker County Civic Center on U.S. 27 in Rock Spring, with Shaw answering questions from the audience.

Heiskell detailed her reasons for not debating Shaw.

“Over a month ago, I had promised the Chattanooga Valley Lions Club that I would speak with them,” Heiskell said Monday, July 16. “And I had tried to make it on July 3, but someone else was speaking so they gave me the date of the 17, which is the only time I could get. And so I told them I would be there. I am their speaker for tomorrow night. I felt like it would be better for me to keep my word and honor the prior commitment than to go to a debate that I had absolutely no input in.”

Heiskell said she never received a formal invitation to the debate — though Shaw announced on television that he had sent one.

Also, since she was given no role in orchestrating the debate, she felt that it might have been unevenly biased had she chosen to participate, she said.

“I read it (Shaw’s announcement about the debate) in the paper and I saw it on television,” Heiskell said. “He said he sent me a certified letter but I haven’t gotten it. And he said in the paper, I believe, that the moderator would be mutually agreed-upon, and I don’t even know yet who that moderator was proposed to be, so I really didn’t have enough information to make any decisions on it. And I don’t know why I haven’t gotten the notification to pick it up. I have to have a slip of paper.

“I was given the date, the time, the place and the conditions. And also, I believe it said that you had to have reservations to get there, which might screen who comes. So I decided not to do the debate. And I’m going to be, I’m extremely busy for the next two weeks, so I don’t think I’ll be available to debate Paul Shaw before the 31st.”

The Republican primary election will be July 31. There are no Democratic challengers.

“We’ve had three forums where we’ve each presented our point of view, and I think it’s enough. I wouldn’t be surprised if people hadn’t already made up their minds who they’re going to vote for anyway,” she said.

Shaw is now in full retreat on his earlier comments about a thousand house development in the "Cove". Must be getting lots of pressure on the issue. Its hard to take back previous statements.

The key part is "the best way to recoup our money".

Thank God leaders did not have that attitude with Yellowstone and the Great Smokey Mnts. He insults our intellingence. Recouping money entails development. His earlier statement of a thousand homes was on the mark and now is part of a secret agenda.

Funny how you copy and paste ... then delete the word "NOT" ( A KEY PART ) as in "We may need to find a buyer who wishes to maintain the property and "not" divide it into building sites or large scale development." ... You are a liar if you have to rearrange someones quote trying to make them look bad, which voters are seeing right thru you and are going against the incumbent.

You have done nothing but told lies on your so call "viewpoint" page. You delete and real viewpoint from others that you disagree with. If the incumbent is anything like your "Viewpoint" page ... she really needs to be out of office ASAP. Take back Walker County and the LU leaves commits from all on their pages. Good or bad.

He did not say that, nor would anyone develop 1,000 homes in this economy.

This is Shaw's official stance on MCF, directly quoted from him a few days ago. There's a false rumor going around that he wants to sell it and develop 1000 new homes. In this economy, that's impossible. "I will evaluate its usage, how much we’ve invested into the project, and the best way to recoup our money. Input in decision-making is the key statement. You will not get that from the incumbent.

LaFayette is in Walker County as are Rossville, Chickamaua, etc. What the Commissioner does affects all of us. If you want a say in city elections, move into the city limits.

A vote for Paul Shaw would be real blow for Walker County. Question to his supporters...Have you meet the guy? Paul Shaw lies. He wasn't a good doctor, he didn't let anyone of his patents no he was closing so they could get their records. So what makes you think he will be a good commissioner? And second no LaFayette or anyone who lives in the city limits should be able to vote for Walker County Commissioner or County Sheriff. The city has their own Commissioner and they have a Chief of police. And Walker County Citizens don't get to vote for the city of LaFayette. So why do they get to vote on ours?

This is basic fourth-grade civics.. Think about boxes, small boxes and big boxes. America is a big box, and inside the America box we have fifty smaller boxes called states. Each state is filled with smaller boxes called counties, and those counties have boxes called cities - the cities don't completely fill the county boxes. Each box has its own rules, and the boxes inside those boxes also have rules. The small boxes follow rules set by the bigger boxes they're inside of, but the smaller boxes don't set rules for the big boxes.

Walker County has rules and laws that the cities inside it must follow, but the cities' rules don't impact the county outside the city. That's why LaFayette or Chickamauga residents vote for their own mayor and council, plus also have a say in the county government (theoretically anyway..) because the county has power over them. Same way Walker County residents still get to vote for governor and president even though they already have their own elected leaders.

Maybe you need to go back and finish middle school.

I will have you know lulaf, I have finished school. I am a college student, who is home for the summer. I am (and was in High school) in the top of my class. Maybe you and lafayettemoon need to go back to high school and take a class in economics and do a little research on Paul. I take it both of you are LaFayette Citizens. A couple of Villanow Citizens question Paul Shaw on what he would do for our area, he replied: "If it would have been up to him Villanow would have never have got a Communitte Center or a new firehall." And seeing as our Firehall was starting to cave-in, we need a new firehall. But now that Paul is trying to get votes, he claims he never said such a thing. 'Paul Shaw is also wanting to outsource jobs and is wanting to do away with local services and outsource' (I am sure you can fine the article stating that statement).Recently, WRCB TV reported that Paul Shaw and some of his supporters had personally attacked a small business owner, who had planned on opening a new business in Walker County...Most people believe the only reason he attacked them was because it made Bebe look good. As for him being a bad doctor...he was my family doctor since I was a baby. I never got one notice that he was going out of business. I asked some of his other patients, they never got a notice either, they had heard a rumor but you cant trust rumors. So if Paul was such a good doctor, why did he not contact his patients and give them a chance to get their records. Some of his patients, like me, needed our records... I do believe Walker County needs change but not at the expence of Paul Shaw. No I am not a Bebe supporter either. I will admit Bebe has made some bad choices for Walker County. But If voting for Bebe will keep Paul out of office, I will vote for her.

I find it funny that Heiskell has yet to pick up this letter, from what I understand, but I'd bet dollars to doughnuts that any contribution checks that came in around the same time were picked up and cashed. Sometimes I think you just need to be honest and say what's on your mind like, "I did not want to debate Dr. Shaw." Which is what she says in between the lines, yet she has to use untruths to justify her actions.

I worked for Dr. Shaw for a number of years and I loved it. I know there are people that may not have positive things to say about him but that is true about everyone. I know him both personally and professionally. He is one of the BEST!!!! I know how he thinks and I know how hard he works. With that being said,I feel he is be the BETTER choice for commissioner. He is not afraid to stand up and do what is right for the county. Not only that, he is NO ONE'S "Puppet on a string"!

Shaw uses Chattanooga as an example for the larger commission system. They have so many problems that it's blocked growth (look at downtown, see blocks of empty buildings) and introduces way more bureaucracy into the mix. Expanding the good ol' boy system. He may be a Dr, but that doesn't mean he'll be a good comish. Dr's may think they know everything, but Shaw sure doesn't.

I would like to know if Mr. Shaw is wanting the office of commissioner and Bebe seems to be doing so well, why does he need 5 more people to help him. He says we will take back Walker County - I never knew we lost it. My vote is with Bebe. I you have to type the two words that make absolutely no sense every time then this is my last time. It's stupid.

I don't blame her for not going. She is honoring a commitment. This sounds like a setup. If you don't get the invite, have to have a reservation to get in and don't know the particulars, don't go. I have used Dr. Shaw for my child and after he was hospitalized I found out that he doesn't go there. Needless to say I changed Dr. Personally I didn't like his attitude either.

I was at the meeting Tuesday night. There were no restrictions on who could attend. No one was stopped at the door, not even Bebe's niece. I also saw the Return Receipt where Dr. Shaw had mailed the Formal request to her office. If she is so interested in Walker County, why was she speaking at the Lion's Club in Chattanooga instead of answering questions from the people of this county?

That caller was Mike Schieck from the imaginary SunRae Water, who still cannot be reached for comment about the business that was supposed to bring 20 jobs to Walker this month. Dr. Shaw was rude to him because of a confrontation by Mr. Schieck a few weeks earlier. Schieck got up in his face and started to yell at him at a public event. A few Lafayette citizens got involved, and told Schieck to take a hike.

After meeting Mr. Shaw one time a few years ago, I ranked him at the top of my list as the most arrogant, unlikable person I have ever had the displeasure of knowing. I am horrified to think that he could be put in charge of any county where my family lives! Sometimes, the grass is not always greener....

Phone works both ways, Commissioner Heiskell. You could have always asked questions if you had concerns or questions. Negotiating is an important and necessary trait in a leader.
